Its a management technique.
If you want to implement plans, that are
of a highly sensitive nature, and you know would not be accepted by the people
who you wish to accept them, you first must create a PROBLEM, or seize
the opportunities which have arisen from an unforseen situation which has
suddenly occured. The problem will be related to the subject of your plans.
The people affected by the problem will therefore, create a REACTION
to the problem which you created or have adopted to fit your strategy. You
then may introduce the SOLUTION (your original plans) as a reactive
measure to the problem.
The people who were affected by the problem, will in almost all cases, welcome
and thank you for implementing your original plans, which, without the
problems you created or manipulated, would never have been accepted.
